Bay OF Plenty Consent Holders
The recent changes to the RMA extended the expiry date of some consents. However this does not apply to the water take consents granted prior to the RMA. The date has not been extended due to the 35-year maximum term under the Resource Management Act (RMA), so it’s important to check your expiry date.
In the Bay of Plenty – BOPRC have made some changes to streamline the consenting process. You can choose whether you would like your consent processed immediately or as a batch with others from the same catchment. This can take a little longer but may save you money, as consents from the same catchment are processed in bulk once a certain number have been submitted. The BOPRC deposit fee for immediate processing is $4000 and batch processing is $2600 incl. GST.

The water meter regulations require all consents over 5 L/s, top have a compliant flowmeter installed by 3 September 2026, regardless of consent expiry.

Flowmeters must be installed by an approved installer, verified when installed, and re-verified every five years. Most smaller takes will also require meters or telemetry under resource consent conditions. Flowmeter data helps ensure correct water allocation, avoids under- or over-applying, reduces the need for consent changes, and helps detect leaks early. As consents are renewed, councils are including conditions requiring concrete aprons around bore heads. These protect the bore and help prevent aquifer contamination. Consent holders are encouraged to review their consent conditions early to ensure compliance.
